Dice the red bell pepper and onion, mince the garlic, peel and chop the potatoes, and peel and devein the shrimp.

In a large pot, heat olive oil and butter. Sauté onion, garlic, and red bell pepper until soft (about 5 minutes).
Add potatoes, chili powder, paprika, and oregano. Stir for 2 minutes.
Pour in broth, bring to a boil, then reduce to simmer for 10–12 minutes until potatoes soften.
Add milk and cream, mix well. Add corn and simmer another 5 minutes.
Add shrimp and cook for 3–4 minutes until just cooked. Add lime juice, salt, and pepper to taste.
